DISCOS KICK, PLUNGE NATION INTO DARKNESS
• Residents Decry Suspicious Drop In Supply
• Blame Low Gas, Vandalism, Say Distributors
• 'Sector Needs Dominant Foreign Equity Players'
THE current huge drop in electricity supply across many parts of the country might be the result of subtle protest or even sabotage by Electricity Distribution Companies (DISCOS).
The National Electricity Regulatory Commission (NERC) had kick-started a new tariff regime February 1, 2016. The move was, however, resisted by labour unions and other Nigerians who took to the streets in protest. Besides, a suspension order by the Senate put paid to the plan.
Following the directive by the upper legislative chamber, the Association of Nigerian Electricity Distribution Companies (ANED) had warned that suspending the new tariff could throw the nation into darkness. And true to their threat, the nation has plunged into darkness for two weeks and still running.
According to the Executive Director, Advocacy and Research of the Association, Sunday Oduntan, the absence of what he called a market priced tariff could cause performance failure by the operators.
In Enugu State, home of the Enugu Electricity Distribution Company (EEDC), residents say supply has gone from bad to worse. Generators run full throttle, even as some parts have been without power for weeks. While in some places, supply is erratic; in others, the EEDC has resorted to load shedding.
They noted that the situation degenerated only after the Senate had refused to give a nod to the tariff increase. "The EEDC has not fulfilled any of its promises in the last two years. Several areas with old and malfunctioning transformers have been left to their fate. The Company has not installed any single pre-paid meter since it took over. Dilapidated facilities can be seen all over the five states it covers. The issue of estimated billing still holds sway, amid the poor supply.
"The Company itself appears to be more interested in improving revenue than providing supply to the residents," said Mr. Ikechi Ugwu, who regretted he had been paying for darkness at his Emene residence.
Moving a motion in the lead up to suspension of the new tariff, Senator Suleiman Nafiz (APC Bauchi North) had said: "The increase is only intended to protect the investment of a select few and not to serve the interest of Nigerian masses who are already battling with the prevailing economic situation."
EEDC's Communications Manager, Mr. Emeka Ezeh, could not be reached for his reactions as at press time. A source close to the Company, however, attributed the problem to debts EEDC might have incurred during acquisition, and which it might be struggling to service, adding that the development has hindered new investment that should have enhanced supply in the zone.
The situation is no better in Edo State where several parts have experienced abysmal plunge in supply. In Igarra, headquarters of Akoko-Edo Local Government Area, Some residents complained that rationing of supply has become the order of the day. Inhabitants of Ujabhole-Uwessan Irrua in Esan Central Local Government say there is no indication their eight-month spell of darkness would change any sooner. In parts of Benin, they say there has been no improvement in supply to justify any increase in tariff, while power in the last one week has turned epileptic in the Igbukhioko area of Ekenwan Road.
At Isior and Adolor areas, it was a litany of woes. One owner of a guesthouse, who gave his name as Kelvin, regretted how he now spends about N6,000 daily on fuel to keep his generators running.
But the Assistant General Manager, Kaduna Electricity Distribution Company (KEDC) argued that the ongoing shortfall in supply has nothing to do with the Senate's directive, which put on hold the implementation of the new tariff.
Alhaji Abdulazeez Abdullahi said: "Far from it; there is nothing like sabotage in electricity supply," adding that the National Assembly does not have the power to direct a return to the old tariff.
KEDC attributed the current poor supply in its franchise area to low allocation from the National Grid, occasioned by vandalisation of gas pipelines and other facilities in the south-south and south-west regions of the country.
Abdullahi said: "The frequency in the National Grid has been fluctuating and has been highly unstable lately. Kaduna Electric was allocated only 181 megawatts (today) for distribution in Kaduna, Kebbi, Sokoto and Zamfara States, the operational territory of the Company, as against 410 megawatts that hitherto was being allocated."
Kaduna residents, meanwhile, are groaning under the burden of the poor supply. One angry consumer said: "The salaries of civil servants have not been increased; why should they, from the meager amount, offset increase in tariff?"
For Kano resident, Ahmad Baban Bene: "We have been facing this problem because of the Senate's decision." Affected parts of the state include Rijiyar Zaki, Sharada, Unguwa Uku, among others.
But Muhammad Kandi, Public Relations Officer of Kano Electricity Distribution Company (KEDCO), said people should dismiss such insinuations, stressing that there had been epileptic supply even before the Senate's order.
"The generating companies are facing a serious challenge of gas supply; that is why we are having this problem," said Kandi.
Asked whether the controversial increase in tariff has the prospect of guaranteeing stable power supply in the country, a public affairs analyst, Mr. Lai Omotola said: "The new tariff regime will not produce desired result the way the Minister of Power, Mr. Babatunde Fashola, has painted it. The reasons are not too far-fetched. One is the technical capacity of our indigenous companies. The other is the financial capacity of the indigenous companies to bring together necessary infrastructure that can guarantee steady supply of electricity in the country."
Omotola, who is the Group Managing Director/Chief Executive of CFL Group of Companies and Publisher of InfraWatch Nigeria Limited, reasoned that the nation's power sector missed the roadmap when it failed to bring on board dominant foreign equity players.
"From the beginning, we said it was not enough for indigenous companies to just bring technical partners. It would have been better for indigenous companies to bring technical partners that would also bring equity into that partnership, which is lacking.
"If the man brings equity, it means he is not just a contractor to the indigenous company, but also an investor. The indigenous company will now be able to leverage on two things: its technical competence and financial coverage. That was missing in the bid and now, we are where we are today. As far as the sector is concerned, we do not have a dominant foreign equity player."

Buhari insists economy must be diversified

PRESIDENT Muhammad Buhari has reiterated the resolve of his administration to diversify the economy by assisting both local and international entrepreneurs, as well as by promoting the country's rich mineral resources, in order to boost growth and development in the country.

He made this known in Kaduna on Saturday while declaring open the 37th Kaduna International Trade Fair.

The president, who was represented by the Minister of State for Commerce, Hajiya Aisha Abubakar, noted that the country could not afford to be dependent on oil.

According to him, the country was blessed with abundant mineral resources which had not been harnessed.

He added that the Federal Government would not only diversify the economic potentials of the country, but would encourage private participation.

He urged prospective investors to key into the theme of this year's trade fair which is "Promoting Solid Minerals for sustainable development and exploring the potentials of the country."

Earlier, Governor Nasir el-Rufai of Kaduna State said that his government had taken bold steps in rehabilitating ailing industries in the state for attainable economic growth.

Represented by the state Commissioner for Commerce, Mr Balarabe Shehu, he disclosed that an enabling environment had been provided for investors to come and develop the mining sector.

He said the state government had acquired a massive land for the final take-off of the industrial village and had recently invited stakeholders to rub minds on the dry port, adding that when fully operational, it would not only serve the state but the entire Northern Nigeria.

OPEC MEMBERS MUST COOPERATE TO STABILISE MARKET – PRESIDENT BUHARI
President Muhammadu Buhari on Sunday in Doha emphasised the need for member states of Organisation of Petroleum Exporting Countries (OPEC) and non-OPEC members to cooperate and find a common ground to stabilise crude oil prices.
Speaking at a bilateral meeting with the Sheikh Tamim Bin Hammad Al-Thani, the Emir of the State of Qatar, President Buhari described the current market situation in the industry, which has seen oil prices plummet by 70 per cent since mid-2014, as ``totally unacceptable.''
``As members of OPEC and Gas Exporting Countries Forum (GECF), our relations in the areas of oil and gas, which our two nations heavily rely on, need to be enhanced and coordinated for the benefit of our people.
``The current market situation in the oil industry is unsustainable and totally unacceptable.
``We must cooperate both within and outside our respective organisations to find a common ground to stabilize the market, which will be beneficial to our nations,'' the President said on the second day of his state visit to Qatar.
The President used the occasion of his address to the Emir to commend the existing cordial bilateral relations between both countries and invited prospective Qatari investors to take advantage of the abundant opportunities in Nigeria and invest in the key areas of energy, agriculture, real estate development, banking and finance.
He assured prospective investors of government protection of their persons and investment, noting that in the course of his visit, the delegations from Nigeria and Qatar would formalise at least two bilateral agreements to boost economic cooperation between both countries.
President Buhari also weighed-in on the situation in the Middle East, commending the role Qatar is playing in resolving the present Syrian crisis, the Palestinian cause and efforts in reconstructing Gaza.
``The conflicts in Yemen and Syria with their attendant humanitarian crisis need genuine international effort to solve. Nigeria as a peace loving country identifies with the State of Qatar in all her peace efforts in the world to end terrorist activities.
``Nigeria is a victim of terrorism. It is with heavy heart that I stand before you and say activities of Boko Haram have led to loss of many lives and displacement of innocent people in our dear nation.
``We, however, take pride to inform you that since our coming to power, Boko Haram has been systematically decimated and are in no position to cause serious threat to our development programs.
``I wish to reiterate that Nigeria rejects violence and extremism in all their ramifications, and assure your Highness that we are with the State of Qatar in your efforts to fight terrorism and injustice in your region and in the world at large.''
President Buhari also called for a lasting solution to the Israeli – Palestinian conflict , saying ``we in Nigeria, like the State of Qatar, favour a 'Two State' solution, with the State of Palestine living side by side with the State of Israel.
``I want to assure you that we will stand side by side with you, until our brothers and sisters in Palestine achieve their desired objectives.
``Our support for various Security Council resolutions restoring and respecting 1967 boundaries with Jerusalem as capital of Palestine is firm and unshaken,'' he said.

NIGERIA, QATAR SIGN AGREEMENTS ON BILATERAL AIR SERVICE, AVOIDANCE OF DOUBLE TAXATION
Nigeria and the State of Qatar on Sunday in Doha signed Bilateral Air Services Agreement (BASA) to pave way for direct flights between major cities of both countries.
Both countries also signed an agreement to avoid double taxation and tax evasion on the sideline of President Muhammadu Buhari's state visit to Qatar.
The Minister of State for Aviation, Senator Hadi Sirika, representing President Muhammadu Buhari, signed the air services agreement on behalf of the country while Qatar's Minister of Transportation and Communications, Jassim Bin Saif Alsulaiti, signed on behalf the Emir of Qatar, Sheikh Tamim Bin Hammad Al-Thani.
The agreement which was signed in the presence of both leaders is expected to pave way for more direct flights between major cities of both countries on the principle of reciprocity by the designated airlines on behalf of the country.
Sirika said after the signing of the agreement that the accord would promote trade, commerce, tourism and travel between both countries.
"Qatar is the richest country in the world at the moment in terms of per capita income, their economy is strong and their national carrier, Qatar airlines, is one of the most viable and most focused in the industry.
"They (Qatar airlines) presently fly to Nigeria but they want to fly to more cities and with the focus of the present administration in Nigeria on establishing a national carrier, we have commenced discussions on how we can partner with countries like Qatar in our quest to establish a national carrier".
The Minister of Finance, Mrs Kemi Adeosun, who signed the agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes income with her Qatari counterpart, Ali Shareef Al Emadi, expressed delight that the agreement which was negotiated since February 2015 has been finalised.
"What is symbolic in this agreement is that the Qataris who are already investing heavily in Nigeria will bring in more investments because the earlier lack of an agreement to avoid double taxation was a stumbling block to some of the investors.
"I am very confident that the signing of this agreement will bring much more investment and business between Qatar and Nigeria," she told reporters after signing the agreement.
In his remarks to journalists, the Minister of Foreign Affairs, Mr Geofrey Onyeama, said President Buhari and Sheikh Al-Thani had fruitful discussions on security, oil price stability, and the fight against corruption in Nigeria.
"The Qatari leader acknowledged that President Buhari has really created an enabling environment for businesses to thrive in the country.
"The Emir made the point on the war against corruption in Nigeria and the progress President Buhari is making in that front and they are of the opinion that if that problem is addressed with focused polices, the country will progress.
"The Emir also made it clear that the Qatari's are ready to invest in Nigeria in a big way", he said.

Senate President Bukola Saraki, has explained why his office recently took delivery of N300 million worth of cars despite the ailing state of the Nation's economy..

His Special Adviser on Media and Publicity, Olaniyonu Yusuph, explained that the cars in the convoy of the Senate President were inherited from his predecessor, adding that they were no longer in good shape..
According to him, Senate President Abubakar Bukola Saraki has said only his official vehicle, a Mercedenz Benz, was changed and that the spare car in the convoy is the old one he inherited and has been using since he assumed office in last year June..

Nigerians are themselves their worst enemies.
The local pure water producer now imports water abroad and pay in dollars. The reason he sells a bag of pure water at #150.
The yams seller no longer pay the farmers in naira but in dollars. The reason for the hike in price of yam.
The vegetables seller complains of inability to get dollar at the forecast market to import vegetable. The reason why the price of vegetables is skyrocketing.
The sawmiller and plank seller now imports timbers/woods from a forest in USA. He pays in dollars. The main reason why the price of 'pako' is very high in the market.
Iya onigari now buys her stock/cassava from U.S. and she has to exchange in dollars. Even the garri Osi and Ijebu you see on her stock are being "reimported"from Britain.
The plantain seller now imports from Cuba. The reason why the price of has increased.
The motor vehicle part seller whose stock was bought two years ago now sells at naira/ dollar equivalent because it is the fault of Buhari.

There is no gainsay that the prices of goods and services have been astronomically increased in the name of dollar.
In fact, some who have never seen or touched dollar in their entire lives blame the increase in dollar exchange for the hike in the price of their goods and services.
The fact is, an average Nigerian business man and woman is an exploiter. We negatively exploits every situation to the detriment of our fellow country men and women.
We must strive to build our economy without considering the dollar. What a dollar can buy locally in US, a naira cannot buy it locally in Nigeria. We must build our economy within and make our naira strong within. Increasing the cost of local services that has no direct business with dollar is the surest way to kill the naira and the Nigeria economy.
If we continue in this exploitative manner, no matter how good the intention of the government, it won't make any positive difference. We seem to be too greedy and selfish as a people. We are the reflection of our leaders.
Lest I forget, a litre of petrol now sells at #120 in my hood. It is also the fault of dollar and Buhari they lament.
I have finally come to the conclusion that no government can change our attitude. Though, with aggressive orientation and reorientation, a little difference can be made.
However, the change must start with individuals.
The change must start from me. It must start from you. We must change our attitude for good.

Fayose sacks TUC boss over bailout controversy
•Labour leader to challenge action

The court-validatedchairman of Ekiti Trade Union Congress (TUC), Raphael Olaiya has been compulsorily retired from the civil service over his comment on receipt of the bailout funds by Governor Ayo Fayose's administration.
Olaiya, whose 'compulsory retirement' took effect from 22nd February 2016, was also demoted from the rank of Principal Legal Officer Grade Level 12 to the post of State Council Grade Level 10.
Government's decisions were conveyed via a letter from the Civil Service Commission by T.G. Adejumo on behalf of the Secretary, a copy of which was exclusively obtained by our correspondent.
The TUC boss, who is due for retirement in March 2017, was accused by the state government of involvement in partisan politics.
The government alleged he "openly canvassed for a political party and its candidate during the 2014 governorship election," an allegation Olaiya vehemently denies.
The state government set up an Administrative Panel, where Olaiya appeared and defended himself against the allegation.
The panel found him guilty of violating Chapter 3, Section 4, Rule 030424 of Public Service Rules 2014.
The immediate cause of Olaiya's travail was an interview he granted print and electronic media last October, where he revealed the state government had received N9.6 billion as its share of the bailout funds.
But the government denied receipt at that time.
Olaiya had warned against diversion of the bailout funds, which he insisted must be used for the purposes it was intended.
He had won three cases in judgments delivered by the National Industrial Court, Akure Division, which affirmed him as the authentic TUC Chairman in Ekiti.
But the Fayose administration has recognised Odunayo Adesoye, an ex-officio under Olaiya as a factional chairman.
In an exclusive chat with The Nation in Ado Ekiti yesterday, Olaiya described his compulsory retirement and demotion as "victimisation of the highest order".
He vowed that the punishment won't stop him from fighting the cause of workers.
He alleged receiving anonymous phone calls and text messages threatening to kidnap and kill him but vowed never to succumb to intimidation from any quarters.
Olaiya maintained that by virtue of the court verdicts, he remains the authentic Chairman of TUC in Ekiti and accused the Fayose administration of flouting court orders.
Describing the government allegation that he was involved in partisan politics as "spurious, vexatious, oppressive and frivolous", Olaiya said the panel set up to try him failed to prove the allegation. He said: "I want to say that as a civil servant, I never canvassed for any political party or any aspirant in whatever form whatsoever."
On the allegation that he attended political rallies and meetings of a political party, he said "The allegation is baseless and it was an attempt to tarnish or soil my reputations and image as a union leader.
"All I want to say is that I have resolved to fight my cause at the National Industrial Court (NIC) because out of many available options to resolve dispute, I think the best option is to approach the NIC to ventilate my grievances.
"You can retire somebody but for you to demote that person is too harsh and inhuman and this is why I am approaching the Court for interpretation of what constitutes political participation as a labour chairman because I am still the extant TUC Chairman in Ekiti."

On the orders of President Muhammadu Buhari, the Office of the Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), has set up three committees to look into the alleged misappropriation of over N1.3 trillion believed to have been recovered from treasury looters by the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC)

The committee is also empowered to look into the activities of the Pension Reform Task Team (PRTT).

The committees have the specific mandate of beaming its searchlight on the assets recovered from deceased Bayelsa State Governor, Diepreye Alamieyeseigha, former Inspector General of Police, Tafa Balogun and pension thieves

Corruption in Police: Arase dismisses 51 officers, demotes 56

Upon assumption of office as the 18th indigenous Inspector -General of Police, on April 22, 2015, Mr Solomon Ehijiator Arase, came up with a six- point strategic policy designed for what the police would be now and in future. Going by his intimidating resume and experience, Crime Guard decided to put the performance of the scholar of police history on scale , with a view to ascertaining whether his words were matching with action. In addition, over 5, 184 Traffic wardens said to have remained demotivated and agitated for years due to rank stagnation have also been promoted,while 995 senior officers from the ranks of Assistant Superintendent of Police,ASP to DIG also benefited from the promotion. NPF Educational Scholarship Foundation In addition to further improve the welfare scheme of policemen , the IGP launched the NPF Educational Scholarship Foundation on Wednesday, December 16, 2016 at the Force headquarters Abuja. The Scholarship he explained , was envisioned as an official intervention scheme that could support the attainment of the educational desires of children of junior cadre Officers while also reducing the temptation to engage in corrupt practices propelled by negative urge to meet the financial requirements for the provision of quality education for their children. Three hundred and twenty five (325) children received scholarships that memorable day for education from Primary School to University level. Housing Welfare Project Also, several housing projects have reportedly been undertaken by the present Force leadership to provide low cost houses for policemen . YEGHE CRISIS: A SCRIPT TO MALIGN ME - SENATOR ABE

Senator Magnus Ngei Abe, the All Progressives Congress (APC) candidate in the Rivers South East Senatorial District re-run election has disclosed a conspiracy hatched by Rivers State governor, Nyesom Wike and the Peoples Democratic Party (PDP) to malign his character and incite the Ogoni people against him before the March 19, 2016 State and National Assembly re-run elections.

Speaking at Silverbird Rhythm fm 93.7 news and current affairs programme tagged:"The View Point", in Port Harcourt, Abe said that the case of the military approved by Gov. Wike to raid the home of ex-militant leader Solomon Ndigbara was the script the governor and the party were using to malign his character and incite his people against him.

He said that he knew nothing about the operation and had no part in it.

He wondered why the governor would sponsor a social media attack where he was described as a desperate politician who would want to win at all cost with the blood of his people.

He said those who knew him would testify that he had never been a desperate politician.

Senator Abe recalled that when the caucuses in the Senatorial District endorsed him in 2003, and the leadership of the party said otherwise and chose Senator Lee Maeba that he quickly supported Maeba without fighting him.

He further recalled that when his party did not approve of his ambition to be the governor of Rivers State, he did not fight the party neither did he give them personal conditions but rather presented only the interest of the Ogoni.

He also stated that when Nyesom Wike was detained by the EFCC, he went to EFCC to obtain his release insisting that without the release of Wike that he would not leave. This, he said, compelled the EFCC to detain him together with Wike.

He said that a person with such antecedent could not be referred to as a desperate politician.

"I want to say clearly that Rivers people know that I am not a desperate politician and will never be. Between me and Governor Wike who is desperate for power", he said.

ORTOM SUES FOR PEACE; ASSURES ON FG INTERVENTION IN HERDERS/FARMERS CLASHES

Benue State Governor, Samuel Ortom has appealed to the people of the state to remain calm and allow the government to find a lasting solution to clashes between herders and farmers.

Governor Ortom made the appeal while addressing the people of Nongov at Saghev in Guma Local Government Area of the state.

He assured the people that his recent meeting with Vice President Yemi Osinbajo was already yielding results as the Presidency had deployed a delegation to ascertain the level of crises in Agatu between herdsmen and farmers with a view to ending the clashes.

Governor Ortom said the Benue State Government would soon enact a law to stamp out kidnapping and other forms of violence in the state, stressing that development could only thrive in an atmosphere of peace.

The Governor thanked the people of Nongov for the support given him as Governor and restated the commitment of his administration to constructing roads in the area, building primary health centres and numerous other projects for the people.

He said he had returned home to present his Governorship to the District Head of Saghev, Tyoor Uwouku Abanka and the entire people of the area for their blessing as he had promised them before the 2015 elections.

Earlier, Tyoor Uwouku Abanka commended Governor Ortom for the efforts his administration was making in the area of security and education. He assured the Governor of the people's continued support, calling on him to address the problem of roads and security in the area and other parts of the state.

Also Speaking, the Special Adviser to the Governor on Sustainable Development Goals, SDGs, Dr. Magdalene Dura, described Governor Ortom as a leader who had shown the commitment to match his words with appropriate action in all sectors of the economy.

VP Osinbajo, ex-CBN Governor 'clash' in Lagos over naira devaluation

The Vice President, Yemi Osinbajo, on Saturday reaffirmed the position of the Federal Government that the country's currency would not be devalued in spite of pressures to act otherwise.
But the former Central Bank of Nigeria (CBN) Governor, Joseph Sanusi, replied that delaying the devaluation was akin to postponing the evil day.
The positions were taken at a town hall meeting that the Vice President held with his co-tenants in the Victoria Garden City (VGC) on the Lekki-Epe axis of Lagos.
At the widely attended and thought provoking event, Mr. Osinbajo insisted that devaluation was not on the table, adding "that is the position of government''.
According to him, the CBN will operate in line with the speech delivered by President Muhammadu Buhari, after he was elected to come up with flexible exchange rate to be supported by strong monetary policies.
He said that the foreign exchange policy of government was to stop unnecessary consumption of imported goods and promote local manufacturing.
However, former CBN Governor, Mr. Sanusi, a VGC resident, advised the government to either devalue the currency or stop the confusion between the official and parallel market exchange rates.

He said allowing an official rate at N97 per dollar while the parallel market sold for over N300 was "distractive''.
"Naira is already devalued and government not accepting it is postponing the evil day,'' Mr. Sanusi said.
Mr. Osinbajo had also said government met a falling revenue profile in May 2015, which was down by about 70 per cent compared to the same period of the preceding year.
He aid that in spite of the high cost of about $22 to produce a barrel of crude oil now selling at about $33 dollars, no fewer than 38 per cent of the foreign reserve was spent on importing petroleum products.
He also said the previous administration was spending about N20 billion on food importations annually, which reduced the nation's foreign reserve drastically from about $40 billion to about $25 billion.
As a result, he said, the present administration was bent on diversification of the economy from crude oil to agriculture and solid minerals production.
Mr. Osinbajo said the focus on agriculture was to make Nigeria self-sufficient in rice, poultry and palm oil production as well as develop the entire agriculture value chain to create wealth and jobs for the teeming youth.
The vice president further said the administration was targeting 2018 for complete reliance on refined petroleum products, adding that the petrochemical industry, railway infrastructure and provision of other infrastructure were top on the priority of the federal government.
He told the VGC community that the major areas of focus of the Mr. Buhari administration were security, governance, anti-corruption and economic rejuvenation.
According to him, Boko Haram insurgency had been degraded as a "military might'' although pockets of suicide bombings still take place.
"This is a challenge we must tackle going forward but the other challenge is the over two million people displaced by insurgency who need resettlement,'' he added.
He said the idea was to re-settle the people back to their farming occupation first, but that would be after the entire North East land had been de-mined.
He said government was mindful also of the agitation by the Indigenous People of Biafra (IPOB), pipeline vandalism in the South-South and the Fulani- farmers clash in some communities, all which pose security threats.
Mr. Osinbajo said in governance, corruption was a critical issue because "the whole system, both public and private, is replete with corruption which has become the rule rather than the exception.

He recalled the arms purchase scandal "where a huge amount of money was spent but unfortunately it went into private pockets''.
He recounted that fake Armoured Personnel Carriers and fake bullet proof vests were purchased for soldiers thus endangering the lives of anti- terrorism combatants.
"Unless we seriously fight corruption through a systematic rebirth of our public system, the future of the country is in grave danger,'' Mr. Osinbajo said.
He said the administration had a robust plan to uplift education standards through the recruitment of 500,000 additional graduate teachers to serve in the rural areas, development of materials for teacher education and focus on science, engineering, technology and mathematics education.
He said President Buhari had put together an asset recovery team, adding that looted assets and funds recovered would be returned to the federation account.
The vice president also announced that all idle mining licences issued by the past administrations were being mopped up, while the government was reviewing the contract signed between the CBN and Systemspec on remittances made into the Treasury Single Account.
The Chairman of the VGC Residents Association, Olusegun Ladega, requested Mr. Osinbajo to intervene in the flooding of the estate caused by the non-provision of ancillary drainage on the Lekki-Epe Expressway by the Lagos State Government.
Also, another resident, Tochi Okwor, raised concerns about the high rate of communicable diseases, such as TB and HIV and AIDS, which she said might reach unacceptable proportion if nothing was done.
She also advised the federal government to remove the Nigeria Centre for Disease Control (NCDC) from the Health Ministry and make it an independent organisation to enable the NCDC play its role effectively. (NAN)

Despite cash crunch, public outcry, Saraki takes delivery of new N330million exotic cars
The Senate President, Bukola Saraki, has taken delivery of new exotic cars purchased by the National Assembly management for his official use, brushing aside widespread criticisms against such lavish spending at a time of national economic crisis.
PREMIUM TIMES had exclusively reported that the Nigerian legislative body proposed to splash about N4.7 billion on at least 400 vehicles for leaders and members of the Senate and House of Representatives.
Among the proposed vehicles were 10 top-of-the-range cars for Mr. Saraki and his official convoy.
Our market survey showed the vehicles cost N329, 515,625 – more than the budgetary allocations for many government schools.
The report triggered a firestorm of reaction from Nigerians, including President Muhammadu Buhari and former President Olusegun Obasanjo, who urged the National Assembly to shelve the plan.
Mr. Buhari said he had rejected a proposal for new vehicles to be purchased for him as part of 2016 budget expenditure.
"I turned down a N400 million bill for cars for the presidency, because the vehicles I am using are good enough for the next 10 years," the president said during his first media chat.
Former President Olusegun Obasanjo also wrote members of the National Assembly asking them to jettison the plan to buy official vehicles.
"Whatever name it is disguised as, it is unnecessary and insensitive," Mr. Obasanjo said. "A pool of a few cars for each Chamber will suffice for any Committee Chairman or members for any specific duty. The waste that has gone into cars, furniture, housing renovation in the past was mind-boggling and these were veritable sources of waste and corruption. That was why they were abolished. Bringing them back is inimical to the interest of Nigeria and Nigerians."
But PREMIUM TIMES can report today that the National Assembly management ignored such concerns and, finalised procurement processes for the vehicles, and indeed took delivery of them for Mr. Saraki.
At least four of the 10 vehicles meant for Mr. Saraki have already been delivered by Lanre Shittu motors and the lawmaker has since put them to use.
Officials briefed about the matter told this newspaper that procurement process for the purchase of vehicles for the senate president was concluded since December.
However, like Mr. Saraki, the tenders board agreed the purchases be made in batches due to paucity of funds, our sources said.
Stressing what the Senate spokesperson, Aliyu Sabi, had earlier said, the source said procuring new vehicles for Mr. Saraki became a "matter of priority" because "the current cars are old and already developing faults".
PREMIUM TIMES obtained tender documents for the 10 cars Mr. Saraki requested.
In the document, the National Assembly sought to purchase a 2016 model Mercedes Benz S550, four 2016 Toyota Prado jeeps, four 2016 Toyota Hilux SS (Auto) as well as a 2016 model Toyota Hiace Bus.
PREMIUM TIMES' independent market evaluation showed the cars cost as follows: 1Nos.Mercedes Benz S550 (N49, 020,625); 4nos. Toyota Prado (N149, 650,000); 4nos Toyota Hilux SS (N102, 407,500) and 1Nos. Toyota Hiace Bus (N28, 437,500).
At N250 to the dollar, PREMIUM TIMES estimated the total cost of the purchase at N329, 515,625.
The four cars delivered yet, and confirmed by this paper, are three Toyota Prado SUVs and one Mercedes Benz S500.
120 cars for Senators
PREMIUM TIMES also confirmed that the procurement processes for the purchase of 120 Toyota Land Cruisers for the remaining 119 Senators were also concluded last December.
The tenders board also agreed to shelve the plan temporarily due to "paucity of funds."
A source said senators however continued to pressure the Committee on Senate Services, which in turn put pressure on the National Assembly management to immediately conclude the procurement.
An estimated N4.7billion would have been spent by the time the acquisition of cars for Mr. Saraki and his 108 colleagues are completed.
A cocktail of illegalities
As we reported in an earlier story, the acquisition of cars for senators is a violation of the monetisation policy of the federal government.
Under the policy, no new vehicles should be purchased by any agency of government for use by officials.
Rather, public officers and political office holders are to receive 250 per cent of their annual basic salary as motor vehicle loan, which translates to N5.07 million for each senator.
Our sources at the National Assembly said the Senators got these loans before also proceeding to acquire these new Toyota Land Cruisers.
Also, the President of the Senate is said to have inherited the vehicles used by his predecessor, and Senate insiders say "he really does not need new cars as the one he uses are in top condition".
But even if he needs new cars, the number being acquired for him is in excess of what the law provides.
According to the Revenue Mobilisation, Allocation and Fiscal Commission, the Senate President is entitled to a maximum of six vehicles, and not 10 as being bought for him.
He is entitled to two official cars, one pilot car, one protocol/press car, one ambulance and one security car.
Members of the two chambers of the national assembly are renown for their taste for exotic vehicles even after receiving monetary pay in lieu of official vehicles based on the provisions of the law.
The Senate had in the last legislative session bought Toyota Prado Jeeps for each Senator at the cost of over N1.3 billion, coming after both chambers had also bought Toyota Camry, for Senators and Peugeot vehicles for members of the House of Representatives.
The allegedly shady deal involved in the purchase of the Peugeot vehicles formed part of the charges against then Speaker Dimeji Bankole when he was taken to court after completing his term.
What N4.7billion can do
If deployed towards enhancing healthcare delivery, N4.7 billion can be used in building 235 primary health care centres across Nigeria (enough for at least 6 health care centres in each state) at the cost of N20 million each.
The money, N4.7 billion, can also provide over 470,000 children with insecticide-treated mosquito nets at N10,000 each, saving them from the scourge of malaria which today kills more than 300,000 Nigerian children under the age of five annually and responsible for 11 per cent of maternal mortality cases yearly, according to experts at the Malaria Action Programme for States (MAPS).
Still on healthcare, over 10 million Nigerian kids could get complete malaria treatment dosage, at N460 if the N4.7 billion was directed to this life-saving purpose.
If that money is spent on boosting yield of farm produce, the amount can cover the cost of procurement of about 626,667 bags of fertilizers for Nigerian farmers at N7,500 each.
The money –N4.7 billion – can also offset a six-month wage bill of 40,000 minimum wage workers presently owed salary payment by some state governments seeking bailout from the federal government.
In order to provide conducive learning environment in schools, 470,000 sets of school furniture, comprising table and chair at N10,000 each, can be procured at the cost of N4.7 billion. Yet kids sit on bare floors to study in many schools across the country while the parliamentarians gets N4.7 billion to buy cars.
In the housing sector, at N7million per piece, the country can provide 671 additional cheap housing for citizens; and provide 51 thousand households with potable water at N92,000 per household connection.

The United States (US) has offered to send a special operations mission to Nigeria to fight Boko Haram, the US Africa Command (USAFRICOM) said on Friday. In a statement by USAFRICOM, the US government expressed its readiness to work alongside the Nigerian army.

"At the request of the Nigerian government, the SOCAFRICA (Special Operations Command Africa) component of USAFRICOM conducted a preliminary assessment regarding the feasibility of resuming a limited advise-and-assist mission alongside select Nigerian units," USAFRICOM said in a statement.

According to Reuters, USAFRICOM said the proposals envisaged a "platoon-sized" team, typically meaning a group of between 12-30 troops. The proposals were also said to be pending approval from various governments departments and military officials.

The New York Times earlier reported that the advisers would be based in Maiduguri, the most affected city in the northeast.

The US has been seen to be expanding its support for African countries over the past few months and has plans to enter a new security deal with Senegal.

It has also been reported to have increased the number of elite special operations forces in Africa to about 1,200.

Jennifer Cooke, Africa programme director at the centre for strategic and international studies, told the house foreign affairs committee that there is an urgent need to tackle Boko Haram.

"There is an urgent need to prevent Boko Haram from regenerating and possibly coming back more virulent, destructive, and globally connected than before," she said.

A team of investors from the United States of America that specializes on onions hydration, preservation, storage, research and packaging have visited one of the largest onions' markets in Aliero, Kebbi State.
The team also indicated interest to establish their presence in the state, while also describing Kebbi onions as second best in the world with more than 2.2 million tonnes being produced annually, besting 12 other onion-producing states in Nigeria which produced less than 800,00 tonnes combined.
Leader of the team led by Dr. Yinka who was received in the state by the Kebbi State Governor Abubakar Atiku Bagudu, gave this hint to newsmen, while inspecting variety of Onions in Aliero.
Dr. Yinka expressed confidence that Kebbi State has quality and quantity of the commodity the team required and told farmers that improved seeds, research methods, preservation, packaging and processing of various types of onions would be effectively carried out in the state.
On his part, Kebbi State Governor, Abubakar Atiku Bagudu had assured the visiting investors that the State Government would provide the necessary support in the production of quality and quantity of Onions under a secured and conducive environment.
Also in a remark, the Chairman of the Onions Market Association Aliero, Alhaji Dodo Aliero represented by Alhaji Salisu Aliero, expressed appreciation to Governor Abubakar Atiku for the initiative to visit Aliero Market aimed at boosting Onions production for economic benefit of the state.
Highlight of the team's visit to Kebbi was an interaction with farmers on methodology to improve production and storage to avoid wastage of the commodity.

Idoma people plans mass protest at National Assembly over Agatu carnage

The Idoma People of Nigeria would next Wednesday march to the National Assembly to register their displeasure over the ceaseless attacks on Agatu community, which have left several persons dead.

The people of the area said the continuous silence of the federal and Benue State governments over the incidents was becoming unbearable.

It would be recall that suspected Fulani herdsman had in a recent attack on the community reportedly killed no fewer than 300 persons.

A statement issued by the convener of One Idoma Initiative, Barr Paul Edeh said that "The protesters will take off from the Unity Fountain (beside Trancorp Hilton Hotel) Abuja by 9am and make their first stop at the Ministry of Justice, where they will submit their petition to the Attorney General of the Federation and the Minister for Justice.

"Our next stop will be the National Assembly where we are expected to be received by the leadership of the National Assembly, along with representatives of the various constituencies in Zone C. Mugabe's lavish 92nd birthday party angers critics

Robert Mugabe, the world's oldest leader, hosts lavish celebrations to mark his 92nd birthday on Saturday at a time of severe drought and increasing friction over his succession.
Tens of thousands of party loyalists, officials and members of the public are expected to attend a day of concerts, street parades and parties in Masvingo in the south-east of the country.
"Organisers have been working flat-out to ensure the celebrations are a success," Simon Khaya-Moyo, spokesman for the ruling ZANU-PF party told AFP.
"Everything is in place and we are looking forward to tremendous events."
Mugabe, who turned 92 last Sunday, has ruled for 36 years during an era marked by vote-rigging, mass emigration, accusations of human rights abuses and economic decline.
On his actual birthday, state media poured praise on his leadership since independence from Britain.
In its 16-page special supplement, the Sunday Mail said on its front cover: "Thank You Bob, We now have a voice, since 1980".
The main party on Saturday will be held in a large tent at the Great Zimbabwe ruins, a UNESCO world heritage site that was built in the 13th Century as the headquarters of the Munhumutapa empire.
Cattle and wild game will be slaughtered for the feast, with organisers claiming that as many as 50,000 guests are expected.
The scale of the celebrations, costing a reported $800,000 this year, attract annual controversy in Zimbabwe, which recently declared a "state of disaster" due to the drought and widespread food shortages.
– 'Very little to celebrate'
"There is very little to celebrate for a 92-year-old who has presided over the collapse of the economy, reducing the country to a nation of vendors and beggars," Takavafira Zhou, a political analyst at Masvingo State University, told AFP.
"There will be wining and dining at the venue while all around people are starving."
Zimbabwe has suffered a series of food crises and hyper-inflation since Mugabe's land reforms when farms were seized from white farmers for redistribution.
Despite his advanced age and recent speculation over his health, Mugabe has avoided naming a successor, fuelling infighting within ZANU-PF.
Vice President Emmerson Mnangagwa is viewed as the likely next president, but in recent weeks he has been publicly criticised by Mugabe's wife Grace in a sign of growing rivalry.
The president continues to give lengthy speeches, often lauching tirades against his Western foes, but he has become increasingly frail.
He courted ridicule in September by reading the wrong speech to parliament, unaware that he had delivered the same address a month earlier.
On Tuesday, scores of young supporters from the main opposition Movement for Democratic Change (MDC) party staged a protest in Masvingo.
Protest placards read: "No birthday when children are starving" and "We want jobs, not bashes."
Last year, Mugabe's 91st birthday celebrations included a cake that weighed 91 kilogrammes (200 pounds).
Local media reported that party activists ordered teachers and villagers in the rural districts of Masvingo to make cash donations to help pay for this year's celebrations.

Uniabuja Student Gives Birth In The Hostel By Herself

A student of the University of Abuja delivered a baby secretly in the school hostel by herself before medical help arrived.
A 200 level student of Banking and Finance gave birth to a bouncing baby boy all by herself without the help of her roommates or friends on 25th of January, 2016, at the female girls hostel at the main campus (University of Abuja).
She delivered of herself a bouncing baby boy within the early hours of 3am to 4am.
Although she gave birth on her own without even her roommates knowing until the baby was out, she was unable to cut the placenta connecting the child to his mother.
The hostel portress was called, who after seeing the incident and couldn't do anything about the placenta, later called the university school clinic nurse, who came with some medical equipment and ambulance an later cut the placenta and then took the child to the ambulance waiting outside the hostel.
The mother actually walked on her own without any help to the ambulance and then back to the hostel to get a flask of hot water after the school clinicians have attended to her and the baby. She was later discharged from the hospital that same day around 9am.
A neighbour who was a witness said:
"I was asleep when I heard some noise, by then my roommate who went out to ease herself came back shouting "somebody don born o!!! Somebody don born!!!" It was strange at first because for someone to give birth in the hostel was strange. We ran out to the next door where the event was going on but they locked the door, so we had to peep through the window.
"The mother and the newly born baby were seated on the floor where her water broke. We called the portress who told them to put of the fan and that she couldn't cut off the placenta. That was wen the school nurse was alerted. She came 10-15 minutes later and cut off the placenta. The patient walked to the ambulance herself and whole event ended by 5am."

Why Olisa Metuh Tore His Statement – EFCC

The Economic and Financial Crimes Commission (EFCC) Yesterday Friday gave an insight to why the spokesman of the People's Democratic Party (PDP), Olisa Metuh, tore the statement he wrote to his investigators.
The EFCC, at the commencement of Metuh's trial before Justice Ishaq Bello of the High Court of the Federal Capital Territory (FCT), said Metuh tore the statement on realizing that he had implicated himself by admitting that he received money from the Office of the National Security Adviser (ONSA) and also because he had made reference to former Nigerian president, Goodluck Jonathan.
The PDP spokesman is standing trial on a three-count charge for allegedly destroying his statement and obstruction of investigation.
The first prosecution witness, Junaid Said, who was led in evidence by prosecution lawyer, Sylvanus Tahir, said he took statement from Metuh, who, he said, later tore a sheet of the four-sheet statement.
"My Lord, when he concluded writing his statement which was on four sheets of the EFCC statement form, I collected the statement and read over it.
"I then handed the statement over to my superiors – Musa and Wetkas. When I was handing over the statement, the defendant said he was surprised that he had written that much and that he felt he had given too much information.
"Because of the comment, I was worried I gave him the statement sheets one after the other for endorsement. He endorsed the first and second sheet, but he tore the third sheet.
"The third sheet was where the defendant (Metuh) disclosed that he received the money for PDP political activities, settled his personal needs and made reference to former President Goodluck Jonathan," the witness told the court.

NHRC TO PROSECUTE PERPETRATORS OF HATE SPEECHES
The Executive Secretary, National Human Rights Commission (NHRC) Prof Ben Angwe has vowed to prosecute any political office holder or persons found guilty of hate speeches during the 2015 general elections.
Speaking yesterday in Abuja while inaugurating a four-man special panel to commence investigation on the use of hate speeches and electoral violence during the elections, said there will be no immunity that will save anyone would be found wanting.
He said Nigerians doubted the commission when it decided to investigate the use of hate speeches during the elections, but said that has been proved wrong.
Angwe said hate speeches were instrumental to electoral violence stressing that it hindered some people from coming out to vote on the election days because of fear of violence that may occur.
The deputy chairman, House committee on Human Rights, Prof. Alabi Mojeed said it was unfortunate that political parties and politicians use hate speeches during political campaigns to degrade their opponents.

Utomi: Nigerians May Soon Queue To Buy Salt.

Pat Utomi, professor of political economy and management expert, says Nigerians may start queuing to buy salt if the government fails to deal with the fundamentals of the economy.

Speaking on Sunrise Daily, a breakfast programme on Channels Television, on Thursday, Utomi said the government needs to deal with the fundamentals of a producing economy.

He said Nigeria should "learn from history" to fix the problem facing our economy.

A similar economic crisis in the early 1980s saw Nigerians queue up to buy essential commodities such as milk and rice because the foreign reserves were down and importers could no longer access forex.

"If you go back, it is good to go back, there is nothing new about what we are experiencing, it has been experienced in history. So if we can draw lesson even from our own history and what is going on elsewhere," he said.
"I came home from grad school to Nigeria in 1980 and people were pouring Champaign into bucket of water and washing their hands in it.

"I mean that kind of madness needed ultimately to be reined in and when supply crashed and reality was beginning to settle, we said we don't devalue, that time our currency was a block currency was just determined from the Central Bank, it was a block currency.

"So central bank will say this is our currency and we continue to say this is our exchange rate we will not devalue, we were not changing the fundamentals of our economy, we were still mono-product, we were still dependent, were not selling.

"And one day Central Bank of Nigeria could not pay due credit from all those who have supply arrangement with Nigeria and they stop supplying Nigeria and a few month later what were we doing, we were queuing up to buy sugar. It was called essential commodities, we were queuing up to buy salt.
"If we don't deal with the fundamentals we will queue again. It is not a matter of exchange rate. We are talking about symptoms; let's deal with the fundamentals of a producing economy, diversifying the base of our economy which is not a light bob that you can switch on and off.

"We need to be working on critical issues, the fundamentals of our economy; right now Nigeria economy to be very fair is a lot more diversify than people realize, most of it has happened without any serious incentives, plans or anything.

"I mean we base our GDP and nollywood and co came into big play, nobody worked a strategy for that industry, just out of work fellows in television and whatever picked up their cameras and began to shoot this things, people laughed at first and it became an industry.

"How do you creative incentives for those kinds of things to become real industry? Those are the issues that are really at stake. We must continue this conversation so that the incentives that are coming will be clear to people, because it is all about incentives."

BUHARI HEEDS SOYINKA'S ADVICE, CONVENES CONFERENCE
President Muhammadu Buhari has approved the convocation of a national economic conference aimed at rallying the country together to offer solutions to the current economic challenges facing Nigeria.
A top government official, who spoke on condition of anonymity, disclosed this to a group of journalists in Abuja on Thursday.
The approval came barely a week after Nobel laureate, Prof. Wole Soyinka, called on the President to summon an emergency economic meeting to recommend specific solutions to the nation's prevailing economic challenges to save the country's economy from further drift.
The nation's currency has slumped drastically against the dollar in recent months due largely to the scarcity of the foreign currency and the tough regulations of the Central Bank of Nigeria.
This appeared to have led to spiralling inflation in the country as most products are produced abroad, putting the nation's foreign reserves and currency under intense pressure.
The price of crude oil in the international market has continued to fall since November 2014, threatening to frustrate the provisions of the nation's N6.07tn 2016 budget.
Soyinka, who made the call when he visited the Minister of Information and Culture, Alhaji Lai Mohammed, in Abuja last Thursday, had said experts and consumers should be invited to the meeting.
"The President should call an emergency economic conference with experts to be invited – consumers, producers, labour unions, university experts, professors, etc. I think we really need an emergency economic conference, a rescue operation, bringing as many heads as possible together to plan the way forward," Soyinka had said.
But the government source said the idea of the economic conference, which had tentatively been fixed for March 10 and 11, was first discussed at the 65th National Economic Council meeting held on January 28.
The council, presided over by Vice President Yemi Osinbajo, had all the state governors and the Central Bank Nigeria Governor, Secretary to the Government of the Federation and some ministers as members.
It has a constitutional role of advising the President on economic matters.
The source said the NEC members had in their deliberations called for a major conference, where the current economic situation of the country could be thoroughly discussed by all the states and the Federal Government.
He added that in approving the idea, the President himself would declare the conference open and participate fully in order to demonstrate his personal commitment to the idea.
He said the views of the private sector and non-state actors would also be sought at the conference.
The source explained that well-respected global experts were expected at the conference to aggregate the views of other governmental, inter-governmental and non-governmental institutions.
The government official stated, "The NEC retreat, as is being called by the Federal Government and the states, becomes imperative amid dwindling oil prices with a direct and significant impact on the money now available for federal allocation and sharing between the FG, states and local government councils.
"For instance, the FG states and local governments shared a sum of N370.4bn a few days ago for the month of January 2016, which is a drop of more than N17bn from the N387.8bn shared the previous month of December last year.
"That could be compared for instance with what was shared in January 2014, which was N629bn and N503.6bn the previous December, both higher significantly than the present situation.
"Another concern of the FG and the states necessitating the economic conference is the drop in foreign reserves of the country, which is now already below $30bn and compelling the CBN to adopt tough forex measures, including the ban on certain items from forex funding and rationing.
"The depreciation of the value of naira has also become an attendant impact of the foreign exchange scarcity."
He added that it was the President's expectation that the conference would be solution-centered and also create an opportunity to rally the nation, the FG, states and private sector together for a clear and mutually beneficial economic direction.
"It is interesting that a respectable Nigerian (Soyinka) recently raised the idea of a national economic conference earlier this month, the same idea that had been decided by members of NEC at their January meeting. It shows there is indeed a wide consensus on the idea," he said.
He explained that although government was not calling the conference an emergency one, it was clear that both federal and state governments agreed on the need to discuss frankly and develop innovative ways to take the country out of the economic challenges of the day.
The source explained that while the FG was clear on what direction it intended to drive the country economically, there was the need to rally the entire nation.
He said there was the need to call on the government and the people to tighten their belts and prepare for sacrifice.
"The President has already set the tone for frugality in spending by cutting off routine security votes among other cost-cutting measures.
"Besides, the idea of a Zero-Based Budgeting and Treasury Single Account are parts of the attempt by the Federal Government to tighten public revenues and finance," he added.

Oliseh quits as Eagles coach

Former Super Eagles captain Sunday Oliseh has resigned as coach of the Super Eagles with immediate effect.

In a letter sent to the Nigeria Football Federation on Thursday, Oliseh tendered his resignation and thanked the NFF for the opportunity to serve the country in the capacity he did.

Oliseh, who took over the Super Eagles job in July 2015, has had a topsy-turvy relationship with the NFF and also had a run-in with a few players.

His tenure as coach was characterized by incessant tiffs with the football ruling house that culminated in an eight minute rant on social media chiding agents, journalists and his assistants whom he claimed where working against him after Nigeria's ouster at the 2016 CHAN tournament in Rwanda.

Dr Mohammed Sanusi, General Secretary of the NFF, confirmed to supersport.com that the former Ajax Amsterdam midfielder has indeed resigned from his post as the coach of the Super Eagles.

"Yes, we have received a letter from him and I can tell you he has resigned as coach of the national team (Super Eagles),"he said.

EFCC Gives PDP's Uche Secondus Strong Conditions

Uche Secondus, who is the Deputy National Chairman of the opposition party, has offered to return the 23 luxury cars he got from a business associate of the former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.

But the Economic and Financial Crimes Commission (EFCC) has refused, giving him a condition to refund to the Federal Government the sum of N310 million, being the worth of the vehicles.
Unfortunately for him, Secondus may remain in detention because the anti-graft agency is also probing his relationship with an oil baron.

There are indications that the screening of Secondus' financial transactions might provide more clues beyond just the 23 vehicles.

Secondus was quizzed for several hours Yesterday (Thursday) by EFCC operatives in Abuja.

An inside source said: "Secondus is still under interrogation because there are fresh clues we are looking into on how diverted oil receipts from the oil magnate were used for logistics for the PDP.

"The Deputy National Chairman of PDP has admitted that he collected the 23 vehicles from the oil baron. At a point during the interrogation, Secondus voluntarily offered to return all the vehicles to EFCC. He said he was willing to retrieve the vehicles from the beneficiaries."

Responding to a question, the source said that: "The EFCC has asked Secondus to refund N310m cash being the worth of the vehicles.

"We are actually not interested in the vehicles, as the value would have depreciated. Oil revenue was used to buy these vehicles and we are demanding nothing but the N310million. It is left to the suspect to cooperate with our team.

"We will keep Secondus in safe custody. Apart from making refunds, there are other clues we have which require more interaction with him."

Revelations about the vehicles bazaar has created shocks in PDP because most leaders of the party were not even aware that such "big cars" were sent to PDP secretly. They shared it everything quietly.

A member of the NWC said some of the party's leading lights were just hearing for the first time that vehicles were given to the party by an oil baron. He said "the revelation is shocking."

Scores of Boko Haram fighters killed

No fewer than 23 Boko Haram insurgents were killed and more than 150 Nigerian hostages freed, after joint attacks against the sect's fighters by Nigerian and Cameroonian troops in a border town.

The Nigerian town of Kumshe,15 kilometres from Cameroon's border, "which has been under the control of the sect for 18 months", was taken by the Multinational Joint Taskforce, spokesman of the Cameroonian army Didier Badjeck, said in an interview yesterday in Yaounde.

According to him, the raids occurred in northeastern Nigeria between Monday and Wednesday.

Also yesterday, the Army repelled an attempt by the sect to retake Dikwa, a Borno State town.

Army acting Director of Public Relations, Col. Sani Usman, said the terrorists intended to cause havoc at the IDPs camp in Dikwa.

According to him, unknown to the fleeing Boko Haram terrorists, the Armed Forces Special Forces in blocking positions; decisively dealt with the terrorists; killing many of them and recovered vehicle, arms and ammunition.

"Unfortunately, we lost a soldier and a member of the local vigilante (Civilian JTF) during the encounter while three soldiers and four IDPs sustained injuries.

"A military vehicle was damaged by a Vehicle Borne Improvised Explosive Device (VBIED) suicide bomber," he said.

He added that the troops "recovered 26 bodies of the Boko Haram terrorists, destroyed three VIED, one MBIED and two Gun trucks.

"The gallant troops recovered one gun truck mounted with an Anti-Aircraft Gun, one Dushka Anti-Aircraft Gun, one Browning Anti-Aircraft Gun, one Rocket Propelled Grenade (RPG) Tube. Others include one General Purpose Machine Gun (GPMG), four AK 47 rifles, three RPG bombs, 36 hand grenades, one Smoke Grenade and eight AK-47 rifles magazines.

The troops also recovered 236 rounds of 12.7mm ammunitions, 396 rounds of 7.62mm ammunitions and 101 rounds of 762mm (Special), ammunition."

Col. Usman said the casualties were evacuated while the troops remained in pursuit of the terrorists that escaped with gunshot wounds.

"It is encouraging to note that despite the loss of a colleague and the vigilante, the troops have maintained domineering presence in the general area and poised to continue to clear the remnants of the Boko Haram terrorists."

Fayose has muzzled legislature'

Human rights lawyer Morakinyo Ogele has accused Governor Ayo Fayose of muzzling the legislature and the judiciary in Ekiti State.

Ogele said the principle of separation of power has been eroded in Ekiti with the other two arms of government rendered prostrate.

At a briefing in Ado-Ekiti, the state capital yesterday, Ogele alleged that Fayose harassed and intimidated members of the House of Assembly to pass a resolution asking the Olukere of Ikere-Ekiti, Oba Ganiyu Obasoyin, to stop parading himself as a monarch.

Ogele, the monarch's lawyer, said the governor did not allow the Committees on Public Petitions and Chieftaincy Matters to conclude their assignments before ordering them to pass the "controversial" resolution.

He maintained that his client (Obasoyin) would never succumb to any threat from the Fayose administration, vowing to pursue the case to a logical conclusion.

Baale held for alleged forgery, destruction of N20m property

The police have accused Kayode Ayetiwa, Baale of Ilaje-Bariga in Lagos of forging a court judgment and leading thugs to destroy an 18-room building in his domain valued at N20 million.

Ayetiwa is standing trial before an Igbosere Magistrates' Court in Lagos on a five-count charge of conspiracy, criminal damage, forgery, forcible entry and impersonation.

Prosecuting Inspector Eshiet Eshiet told the court that on March 9, 2012 around 11:30 am, the defendant and others now at large unlawfully entered the 18-room apartment on 35 Rashidi Atokun Street in Abule Okuta, Bariga.

"They threatened violence and maliciously damaged the 18-room apartment valued at N20 million, property of the late Mr. John Nwachukwu," Eshiet alleged.

"They unlawfully forged a court judgment with suit No. ID/274/2011 between Patrick Isanleme and Salami Alli Fafaunke purported to have emanated from the Lagos State Judiciary on 30/11/12."

The prosecutor also claimed that Ayetiwa and the others falsely represented one Mr. Tobi Ademola to be a Court Sheriff from the Lagos State Judiciary.

The offences, he said, contravened Sections 52, 78(b), 363(1)(2)(v) and (w), 337 (1) and 409 of the Criminal Law of Lagos State, 2011.

Ayetiwa denied the charges.

Magistrate A.O. Awogboro granted the defendant bail in self recognition. He ordered that the defendant's address be verified.

The case was adjourned till March 15.

Pastor 'impregnates' two sisters

General Overseer of the Victorious Sacred Solemn Healing and Deliverance Ministry, Prophet Oluwaseyi Idowu has been arrested for allegedly impregnating two sisters.

The pastor, it was gathered, also allegedly attempted to sell their father's two-storey building without his consent.

Policemen from the Oko-Oba division in Ojokoro Local Council Development Area of Lagos State stormed the church last Sunday to arrest the pastor.

The Nation learnt that the pastor was invited to set up his church and manage a flat in the sisters' father's compound when he had accommodation problems in Agege.

Their brother said: "I and my brothers bought my father a two-storey building in Ogunsola close, Abule-Egba and at that time, Pastor Oluwaseyi had rent issues. My father allowed him to set up his church in his compound and also manage a flat. We never knew that was the beginning of our problems.

"The pastor held several vigils to create awareness and public attention. As time went on, he invited people to stay in the church and from the church they moved into the main house. Occupants left the house for the pastor's people to move in and they lived there without paying a kobo.

"Months later, the pastor said he wanted to marry my 20-year-old sister, a virgin, who just graduated from secondary school. We never knew he had been sleeping with her for months before then. Recently, we found out that he also impregnated my 25-year-old sister who has been indoors for the past nine months."

He said that their parents were not talking because the pastor's congregation and family have taken over the building.

He added: "I called my elder brother who told me to report the case to the police. It was at the police station we found out that he intended to sell our building to build a new church elsewhere."

Since the incident, it was gathered that members of the church have vowed never to return.

Pastor 'impregnates' two sisters

General Overseer of the Victorious Sacred Solemn Healing and Deliverance Ministry, Prophet Oluwaseyi Idowu has been arrested for allegedly impregnating two sisters.

The pastor, it was gathered, also allegedly attempted to sell their father's two-storey building without his consent.

Policemen from the Oko-Oba division in Ojokoro Local Council Development Area of Lagos State stormed the church last Sunday to arrest the pastor.

The Nation learnt that the pastor was invited to set up his church and manage a flat in the sisters' father's compound when he had accommodation problems in Agege.

Their brother said: "I and my brothers bought my father a two-storey building in Ogunsola close, Abule-Egba and at that time, Pastor Oluwaseyi had rent issues. My father allowed him to set up his church in his compound and also manage a flat. We never knew that was the beginning of our problems.

"The pastor held several vigils to create awareness and public attention. As time went on, he invited people to stay in the church and from the church they moved into the main house. Occupants left the house for the pastor's people to move in and they lived there without paying a kobo.

"Months later, the pastor said he wanted to marry my 20-year-old sister, a virgin, who just graduated from secondary school. We never knew he had been sleeping with her for months before then. Recently, we found out that he also impregnated my 25-year-old sister who has been indoors for the past nine months."

He said that their parents were not talking because the pastor's congregation and family have taken over the building.

He added: "I called my elder brother who told me to report the case to the police. It was at the police station we found out that he intended to sell our building to build a new church elsewhere."

Since the incident, it was gathered that members of the church have vowed never to return.

Father 'sells' son for N250,000

A Liberian, Daniel Barnney, is being held by the police for allegedly selling his nine-month-old son Emmanuel to a 43-year-old woman, Ekah Richard, for N250,000.

Barnney, one Pastor Samuel Osavitu and a worker at an orphanage, Alhaji Sunkanmi Adamu, are being quizzed at Festac Police Station over the matter.

Barnney's Nigerian wife Ijeoma Ndoku raised the alarm over his plan to sell their son and flee to Ghana last month.

The police arrested Barnney at Mile 2 on February 12 and recovered the baby from Richard.

Ndoku said she and Barnney have been quarrelling because she did not allow him to take the baby to his aunt, who she never saw.

She debunked Barnney's claims of abandoning the child, accusing him of fleeing with the boy on their way to buy groceries.

"It's a lie! I didn't abandon my baby. He said he wanted to hand the baby over to his aunt. I said it was okay since his aunt was now in Nigeria. I said it will give me opportunity to look for a job and support the family because he has not been taking care of us.

"For over three months, he has been saying he does not have money to take care of me and my baby but he usually had money to buy drinks and cigarettes. He could not even bring out N150 for me to buy pampers for our baby. Even when I wanted to take the baby to the hospital, I usually went and borrowed money; other times, our neighbours will give me money to cater for the baby.

"He used to get drunk and vomit. When I complained, he would bring out iron rod and hit it on my head. I fell down once, tried to go and open the door, but he dragged me back.

"I didn't know his plan was to sell our baby. I said I wanted to see his aunt. He said if the aunt knows that I am around, she wouldn't collect the baby. He asked me if I wanted the baby to die, I said no", she said.

Ndoku said she learnt of Barnney's plan to sell their son from his boss.

"She (the boss) told me that Daniel was planning to sell my son for N150,000. She said that Daniel said after selling the baby, he would leave for Ghana. I didn't believe her.

"The woman said I should come back around 4pm, so that I would hear the story from some of her assistants. I told Daniel's friend. He doubted the story too, so he followed me.

"It was in his presence that the woman told us everything. She said she became curious and concerned after she noticed Daniel was always with the baby. When she asked, Daniel told her that I abandoned the baby and ran away. She asked for my number, so that she could speak to me, but Daniel refused. That was when she knew Daniel was lying.

"I told her that Daniel told me that the baby was with his aunt. She said that was part of the reason she withheld his salary," Ndoku said.

Ndoku said on January 29, Barnney called that he was coming to see his son, adding that when he came, their neighbours were happy and advised her to forgive him.

To effect his plan to take away the baby, she said he tricked her that they were going to buy him things.

She said when she alighted from the motorcycle (Okada) that they took to enter a store, Barnney disappeared with the baby.

Barnney, 32, who admitted to have received N250,000 from Richard through Adamu, said the money was given to him to start a business.

He denied selling the baby, claiming that his wife abandoned the child. He said since he could not cater for the boy alone, he took him to an orphanage.

Richard, who claimed that she adopted the child, said she never knew the adoption process was illegal. She said she was advised by the pastor to adopt a child so that God can open her womb.

But Osavitu, who denied conspiring with others to steal the baby, said he was only trying to help Richard and safe the child's life.

He said: "I have known the orphanage guy for almost nine years. He's a good man. He's the manager at the orphanage. I used to go to the orphanage to preach there."
